Justin L. Terch is Principal of Terch and Associates. He has provided human resources expertise to organizations of all sizes for over a decade.
As Principal and Managing Partner of Terch and Associates, Justin has been providing unparalleled HR expertise to organizations of all sizes since 2009. His comprehensive education in and understanding of human resources, employment law and business allows him to lead his team of professionals to provide exceptional solutions and results time and time again.
Previously, Justin served as Managing Investigator at a regional workplace investigation agency where he conducted and oversaw fraud and employee misconduct investigations. He has also served as an HR Director at numerous organizations. During that time, he managed 22 different collective bargaining units, oversaw a self-insured worker’s compensation program with $15M in active claims, successfully negotiated multi-million dollar settlements, and provided ongoing HR support for businesses from 5 to 900 employees.
Currently, Justin also serves in the Minnesota Department of Human Rights, mediating cases involving discrimination claims in employment under the Minnesota Human Rights Act and similar federal laws such as the ADA. Additionally, he’s a Senior Lecturer at the University of Wisconsin-Superior, teaching courses on Human Resources Management and Civil Law Mediation.

With a background in industrial and organizational psychology he studies employee behaviors and trends to identify ways of reducing turnover and increasing employee job satisfaction.
As a contracted recruiter, David has filled positions within the national security community of the United States. He has headhunted and recruited professionals with military and national security backgrounds to fill critical positions in our defense and intelligence agencies. Additionally, David has partnered with clients to develop effective performance management systems and was instrumental in recruiting for high-level executive positions.

Maria and her colleagues designed, piloted, and implemented a major reform of the Minnesota Department of Corrections process for dealing with employee grievances and her work resulted in the statewide adoption of an integrated conflict management system that included multiple forms of organizational culture development and conflict processes that addressed employee concerns in an effort to reduce grievances and complaints.
She has also worked with local organizations to conduct workshops on negotiation, team-building, supervisory skills, succession planning, strategic planning, generational and diversity topics, and conflict resolution management.

David Zimmel is a founding Partner of InPursuit, a Twin Cities-based partner firm of Terch and Associates, and leads the practice efforts in talent acquisition. He specializes in developing strategies to locate top talent in the marketplace by industry and company research.
David Zimmel is a founding Partner of InPursuit, a Twin Cities-based partner firm of Terch and Associates, and leads the practice efforts in talent acquisition. David also assists clients in the training and implementation of new recruiting systems, including software, interview and selection techniques, and using technology tools to improve candidate flow and assessment.
Terch and Associates partners with David on certain recruiting and executive search projects, ensuring that the absolute best candidates are available to Terch and Associates clients.
David’s recruiting career of over twenty years is highlighted by sourcing difficult-to-find candidates, and making successful candidate placements. His metrics of success are based on quickly delivering high performance as well as longevity with his client organizations.
Previously, David was Vice President of Executive Search for a Twin Cities-based technology staffing firm. Prior to that, David was the Director of Recruiting Services for techies.com and the Talent Acquisition Manager for St. Paul Travelers. David was also a key person in the development of the executive search practice at McGladrey and Pullen.
